The Overview and Scrutiny Commissions provide a check and balance on the Council's and partners decision making processes, review policies suggesting developments and improvements and monitor performance and delivery of services by the Council and its partners.

Overview and Scrutiny

Overview and Scrutiny Management Committee

Responsible for managing the workloads of the Overview and Scrutiny Commissions, dealing with any matters that have an impact on more than one area of scrutiny and considers matters which have regional or national strategic significance across a range of outcomes. Responsible for monitoring Corporate Health and maintaining an oversight of executive decision making.

Early Support and Lifelong Learning Overview and Scrutiny Commission

To scrutinise, monitor and review services that relate to children, young people and education including: adult education, apprenticeships, child poverty, children's centres and all children's education, children’s social care and well-being, early support and intervention, children and young people’s safeguarding and youth support services.

Economy and Regeneration Overview and Scrutiny Commission

To scrutinise monitor and review services that relate to the economic development, success and regeneration of the City, including Green Port Hull, the tourist and visitor economy, culture and arts, local business and commerce, enterprise, innovation and technology.

Energy and Infrastructure Overview and Scrutiny Commission

To scrutinise monitor and review services that relate to the development of renewable energy and the infrastructure within the City, including energy production, conservation and future proofing, streetscene and transport, waste management, climate change and flood risk planning and management.

Finance and Value for Money Overview and Scrutiny Commission

To scrutinise monitor and review services that relate to the economic development, success and regeneration of the City, including Corporate finance, procurement, ICT and facilities management, budget setting and monitoring.

Health and Social Well-Being Overview and Scrutiny Commission

To scrutinise monitor, review and advise services that relate to the health and well being of residents within the city and services that provide this function, including responsibilities in relation to the Health and Social Care Act, Hull Healthwatch, adults social care, Hull Clinical Commissioning Group, Hull and East Yorkshire Hospitals Trust, public health providers and tackling health inequalities.

People and Communities Overview and Scrutiny Commission

To scrutinise, monitor, review and advise services that relate to the communities and residents within the City, including alcohol and drugs strategies, anti-poverty, anti-social behaviour, community regeneration and recreation, community cohesion and diversity, environmental crime and health, housing, offender management, libraries, parks and open spaces, youth justice and offending. The Commission acts as the Council’s designated Crime and Disorder Committee.
