1 Apologies
To receive apologies for those Members who are unable to attend the meeting.
2 Declarations of Interest
To remind Members of the need to record the existence and nature of any Personal and Discloseable Pecuniary interest in items on the agenda, in accordance with the Member Code of Conduct.

To approve the minutes as a true and correct record.

Public Items

To provide a response on the Committee’s view of the Quality Account to the NHS.

In formulating its response to the Draft Quality Account, Overview and Scrutiny Management Committee is invited to consider:

  1. Whether the priorities outlined in the Quality Account match those of the public.
  2. Whether the provider has omitted any major issues.
  3. Whether the provider has demonstrated they have involved patients and the public in the production of the Quality Account.

To consider a report to Committees in Common recommending changes to the implementation of the re-procurement of Home Care provision.

To consider a report to Committees in Common setting out the framework for the development of a system wide approach to the commissioning of services for children, and seeking approval for the Council’s strategy for the procurement of services relating to children.

To consider a report setting out the requirement for Hull City Council to comply with the Government Direction in improving both children’s social care and SEND services in Hull.

To inform and propose a potential way forward to enable the management of important Overview and Scrutiny business whilst there are continuing concerns relating to COVID-19

To set out for Member awareness the scale of the potential financial impact of Covid-19 on the City.

To consider a report setting out the provisional outturn position for 2019/20 with regard to the Council’s General Fund Revenue Budget, Schools expenditure, Housing Revenue Account and the Capital Programme.

To carry out pre-decision scrutiny of a report to Cabinet seeking authorisation to commence a procurement exercise to identify a supplier to provide the Microsoft licencing requirements from the end of February 2021.

To support a member and officer discussion about modal shift in Hull and how the current levels of cycling and walking can be sustained post Covid-19.

To support consideration by this Committee of the new entries in the Forward Plan in determining whether there should be any Overview and Scrutiny involvement in the issue.
