1 Apologies

To receive apologies for those Members who are unable to attend the meeting.

 

2 Declarations of Interest

To remind Members of the need to record the existence and nature of any Personal and Discloseable Pecuniary interest in items on the agenda, in accordance with the Member Code of Conduct.

4 Public Questions
There will be a period of up to 15 minutes during which members of the Cabinet will answer questions put by members of the public on matters of policy or decisions normally made by the Cabinet. Any person or organisation wishing to put a question should contact Louise Hawkins, Democratic Services Officer at the Guildhall for guidance on the procedure.

As the agenda for the meeting is to be considered under the Council's formal committee procedure, rather than as a public forum, the public will not be able to participate in the Cabinet's discussions on the items on the agenda that follow below.

Non-Exempt Key Decisions

This report is to seek approval for delegations to be put in place to allow the Council, in consultation with the Hull Learning Partnership, to progress a range of capital schemes utilising both Basic Needs and High Needs capital resources via published decision records utilising available capital resources.

 

This report is to present options and make recommendations for the future arrangements for allocating High Needs Funding to Post 16 provision placements with DfE registered providers.


This report is to provide an update on the re-survey of the Newland Conservation Area (NCA).

 

To report on and seek approval for the Highways Capital programme 2026/27, 2027/28 and 2028/29, supported by both Council and Department for Transport (DfT) capital funding allocations for Highways.

 

This report is to approve that the Council carry out local transport functions including delivery of concessionary fares schemes, Local Bus Grant Fund and locally funded supported bus services on behalf of HEYCA for the period 1 April 2026 to 31 March 2027 to allow HEYCA to further develop and consolidate its own internal resourcing.

 

This report provides the latest annual update on the progress of the Local Air Quality Strategy as requested at the November 2017 Cabinet where it was first approved.

This report provides an overview of and seeks approval for the proposals listed below which have a city-wide impact to be funded by the Local Authority Bus Grant 2026/27 (LABG) to improve current facilities and infrastructure for bus operators and passengers across the city.
