1 Apologies

To receive apologies for those Members who are unable to attend the meeting.

 

2 Declarations of Interest

To remind Members of the need to record the existence and nature of any Personal and Discloseable Pecuniary interest in items on the agenda, in accordance with the Member Code of Conduct.

To agree the minutes as a true and correct record.

 

4 Public Questions
There will be a period of up to 15 minutes during which members of the Cabinet will answer questions put by members of the public on matters of policy or decisions normally made by the Cabinet. Any person or organisation wishing to put a question should contact Louise Hawkins, Democratic Services Officer at the Guildhall for guidance on the procedure.

As the agenda for the meeting is to be considered under the Council's formal committee procedure, rather than as a public forum, the public will not be able to participate in the Cabinet's discussions on the items on the agenda that follow below.

Non-Exempt Key Decisions

This report is to provide a review of the public consultation response to the Hull Local Heritage List (“Local List”) and propose an introduction of an Article 4 Direction (“Local List Article 4”) for areas which are located outside of the current conservation areas.

 

This report seeks approval for the £750k of the PiPiF attributed to the 2025/26 financial year to be allocated to the City Centre Grants Scheme (CCGS) residual budget, to continue with the highly successful city centre regeneration investment programme. 

 

This report seeks Cabinet approval for the proposed procurement strategy to implement plans for delivering modern new Homes that meet the Council’s requirements pursuant to the adopted Housing Growth Plan for the city.

This report is to update Members on the latest Medium Term Financial Plan (MTFP) projections for the period 2026/27 to 2028/29 and outline a financial strategy which will inform the detailed formal budget proposals to be considered by Council and Cabinet in February 2026.

This report is to provide an updated Capital Programme for 2025/26 to 2028/29 and overview against budget and planned activity, and to seek authorisation for the amendments to the programme.

This report is to seek agreement on the re-distribution of Household Support Funding 7 following announcement from Government funding for Winter Allowances will be reinstated to pensioners earning less than £35,000 per annum.

Non-Exempt Non-Key Decisions

This report requests that Cabinet endorses the Humber Economic Strategy 2025-35 and note the intention, following endorsement by each Humber local authority, that the strategy be approved through the Humber Leaders’ Board pursuant to Regulation 9 of Local Authorities (Arrangement for the discharge of Functions Regulations) (England) 2012 confirming the Strategy at Appendix 1 and the strategic economic priorities for the Humber region.

This report is to provide Members with an update on Treasury Management activity and performance in the first half of the financial year 2025/26, as required by the Council’s Treasury Management Policy Statement.

This report is to update Members on the revenue budget monitoring position as at Period 7 (October 2025), explanations for material variances from Budget, year-end projections, and the management actions being taken where appropriate.
