As the agenda for the meeting is to be considered under the Council's formal committee procedure, rather than as a public forum, the public will not be able to participate in the Cabinet's discussions on the items on the agenda that follow below.

This report is to introduce Connect to Work which will start in the 2025/26 financial year and run for at least three years although the Department for Work and Pensions (DWP) currently expect this will be extended to five years. 

The purpose of this report is to update Cabinet on the Full Business Case and Commercialisation Strategy of the Phase 1 Hull District Heat Network (HDHN) and seek the relevant authorisations and delegations for the Hull District Heating Limited to award Design, Build, Operation and Maintenance (DBOM) Contracts, including an option for retrofit works to Great Thornton Street and Cambridge Street flats, and a Framework Contract for potential future phases of the project.

This report is to seek Member’s agreement for the commitment of £5,354,902 Household Support Funding provided by the Government for the period 1 April 2025 to 31 March 2026.  This additional 12 months of funding was announced in the Chancellors Autumn Budget on 30 October 2024.
